Yes, you are eligible to apply. You need to apply through Directorate of Technical Education (DTE) and form may open within May or first week of June. Please keep checking website as the date may vary for upcoming session as per DTE rule.

Yes, you are eligible to apply. Admission to PUMBA is through CAP rounds conducted by DTE. You have to follow DTE process. Please check DTE website for the same.
