All the graduates are eligible for civil service exam. Yes, English literature is available as an optional subject for civil service mains exam. You can also check the list of optional subjects along with previous years question papers on UPSC’s website.

Yes, subject doesn't matter, only graduation is important. If a person completed his graduation, then he can appear for exam.
