According to my views and experience, you have to first qualify the any post-graduation degree. After that, you can appear for UGC NET, because for UGC NET, the minimum criteria is post-graduation, after that you can appear in this exam.

Eligibilty for CSIR JRFs is that awarded to candidates holding BS-4 years program/ BE/ B.Tech/ B.Pharma/ MBBS/ Integrated BS-MS/M.Sc. or Equivalent degree/ B.Sc (Hons) or equivalent degree holders or students enrolled in integrated MS-PhD program with at least 55% marks for General & OBC (50% for SC/ST candidates, Physically and Visually handicapped candidates) after qualifying the National Eligibility Test ( NET) conducted by CSIR twice a year June and December. From published eligibility criteria, it looks that BSc Nursing grads are not eligible for CSIR JRF awarded based on NET examination. Based on your educational qualifications, it will be difficult for you to clear Life Sciences subjects in NET examination. I will suggest you to write your query directly to CSIR for better clarity.
