B.Tech is certainly an eligibility and you will do well also, if you prepare well.

Yes, you can appear for IAS exam after completing your B.Tech degree. As you know B.Tech is also a Bachelor's or graduate degree in technology and for appearing in the IAS exam, you must have a Bachelor's degree from any recognised university.
