No, it is not possible, but there are other well-known colleges which do admit students directly in the second year of engineering besides colleges controlled by the state government. You opted for Diploma after class 10th instead of going for 12th. Don't be disheartened. There are plenty of opportunities outside the spectrum of IIT/NIT. Best wishes.
