Yes, you can apply to IIMs. You will have to secure a good percentile in CAT. Eligibility criteria for the IIMs is that you need to have at least 60% in 10th,12th and graduation. On top of this, you will have to clear CAT cutoff (and at times a composite score ). CAT cutoff usually goes as high as 99.5 percentile.
