Yes you can do diploma in engineering after 10th. Most of the colleges offers 3 years diploma courses in Engineering and after that u can go for b.tech also as lateral entry in same college or other too.

Yes, you can do engineering after 10th standard that is Diploma course of 3 years. After completion of Diploma you can go with Bachelor of technology for 3 years.
