Some good universities do offer lateral admission to those having 3 years Diploma from a recognized institute. Kindly check the eligibility and then go for admission process of that university.

Of course, you can apply for B. Tech or BE in any college or university of India for lateral entry. Every university allows a Diploma student in any stream to take a lateral entry admission in 2nd year of B. Tech. So, you are eligible for that. So, don't get confused.
