Admission in top colleges will not be possible as you are not eligible for counselling as per the eligibility criteria. So, you will have to see if you can get into Panjab University, Chandigarh University and institutes that offer admission to students on the basis of class 12th percentage. If you do not find a seat there then you will have to go for private institutions. Good luck.

Don't be sad. There are many other good engineering college you can apply for. But, I will recommend you not to join engineering line. But, if you still want to be in engineering, then you can apply for these colleges: BIT- Mesra, Thapar University, Manipal Institute Of Technology, VIT, Vellore, RV College of Engineering, Dhirubhai Ambani Institute of Information and Communication Technology, Jaypee Institute of Information Technology, SRM, Chennai and good state government colleges, for example IET, Lucknow. I will recommend you to drop a year and try to improve your board’s marks, and if you are not able to get in this colleges, then there are other colleges in which you can get direct admission and also give you opportunities like LPU, Amity University, Sastra University, Amrita University.

As your percentage (PCM) is less, you probably won't be getting any of the top colleges but then if you have good JEE score then your composite score might get you into a good college. You might get a subtle college to complete engineering in CSE field. So, if you want to pursue CSE then it is a good choice if you get a good college.
