I assume that you are trying to graduate in two branches at the same time which is not possible at all. The most you can do is, you can go for a dual degree course which is offered by some of the colleges in India like BITS-Pilani, Thapar University and various other colleges where you can reduce some amount of your course time, but you need to pass all the semesters to gain a degree. For example, if some student had to undergo dual degree course in B.Tech plus M.Tech then it will take him exactly 5 years to complete the degrees and to be equivalent to a separate B.Tech and M.Tech degree holder. Although, some companies consider dual degree course as less valuable than the normal way of obtaining both degrees. So, I would recommend you to go for dual degree course only if you are unable to get admission to an undergraduate program in which you are interested as the cut-off for dual degree course is often more than that of individual undergraduate and postgraduate degrees. You can pursue two streams of engineering if college offers dual degree program. Only few universities in India have dual degree program. BITS Pilani has most matured system of dual degree program. One of the most popular flexibilities provided in the BITS, Pilani's educational structure is the Dual Degree Scheme. Under this scheme, it is possible for a student to work for and complete two Degrees within a reasonable period of time. All the admitted students are given an opportunity to take up a Dual Degree based on their performance in the first year of the programme. For example: A student who has been allotted chemical engineering or any other discipline can choose to take Computer Science or any other discipline as his/her dual degree, if he/she maintains the prescribed criteria in the first year. In such a case, he/she will take a minimum of one additional year and pay an additional admission/tuition fee to complete both the degree programmes and receive the degree in respective disciplines.

No, it is not possible to pursue two Engineering streams at the same time. First, it was possible and legal to do or pursue to Engineering streams at the same time from years 2013 but according to the new clarification made in the UGC acts is given below: In January 2016, UGC ordered and said "does not endorse the idea of allowing students to pursue two degrees simultaneously." It directed universities to conduct program according to the first degree and Master’s Degree regulations 2003 and also follow norms prescribed by statuary council wherever applicable. While UGCs instructions are not very clear, if you have already completed it or has enrolled for the program before January 2016 then it should not be a problem. It might be a problem if you are planning to do two courses at the same time now. There were lots of debates and articles about this issue. Even UGC (University Grant Commission) had sought the comments of statutory councils and then published a "PUBLIC NOTICE" on their website dated 15th January 2016. According to Indian education act-1959 you cannot pursue two degrees simultaneously, because it causes extra burden on students (according to law makers). But after the recommendation of few universities UGC has now granted the permission for students to get enrolled in two degrees (in same or different universities). But this law has been changed since 2013 permitting its full-n-functional use from 20142015 academic years. So, interested students can enroll in two degrees simultaneously whether from the same university or the different. Though there can still be a few hidden points where courses to be chosen might have a rule for forming the pair of courses a student can apply for about which I have no knowledge. Overall not recommended to pursue two Engineering streams simultaneously, you can rather opt for technical courses provided by Course provider to get certified by Edx, Coursera, Udemy, Upx which will add weightage to your resume with ample of good job opportunities in future ahead.
