If you want to opt a government college for pursuing B.Tech through lateral entry, I would suggest you to prepare for (MMM) Madan Mohan Malviya Institute. It is a government college.

In Uttarakhand, the exam name for lateral is UKSEE in Delhi. Indraprastha University conducts exam for lateral entry in Uttar Pradesh. Also, LEET exam is conducted every year You can apply for whatever you are interested in else private colleges used to conduct their own entrance exams. So, you can apply to them by visiting their websites.

Those who have completed a recognised 3 year Polytechnic Diploma and have cleared state level lateral entry admission test can seek admission through lateral entry directly to the third semester of a B.Tech Programme.
