You can take admission on the basis of 10th as well as 12th certificate. You get exemptions in some subjects in first year if your doing diploma after HSC.

No, if you do 10th standard then you are eligible for Diploma in civil engineering. If you are in 12th then you must complete it and apply for B.Tech in civil engineering.

No, as far I know, you can pursue Diploma in any disciple even after you class 10th, and you don't to compulsorily complete your PUC for that.
