IIT-Roorkee is one of the old IITs and one of the well-reputed institutes in India, so you don't have to worry about placements. Let's go through its placement report of 2016-17 for civil engineering. The total percentage of placed students from civil is 40% (this is low because the calculations also included the people who opted out of placements for higher studies or some other reasons. If we neglect those students, it will be above 80%). Going forward, around 55% of the placed students got into core jobs which is a really good metric. Around 13% got into IT jobs while around 33% got into Consulting/Finance jobs. The average CTC for civil was around 8.82 LPA which again is a good metric. So the placement scenario looks good for civil in IIT-Roorkee as such. But again don't join any branch or college just because of placements.
