While pursuing B.Tech it is very difficult to prepare, but if you have the determination and passion to do so, then you could do definitely. You have to solve previous year papers of both JEE and WBJEE. Study physics, chemistry, and maths of class 11th and 12th again and all topics must be clear in your mind. In B.Tech you, however, manage to pass the examination, since most of the 1st year of B.Tech syllabus resembles 11th and 12th class syllabus so you will not face many difficulties in that. After you change your college, you have to again study the 1st year, which isn't a much problem if you get a very good college. Rest everything is okay. Best of luck for the preparation.

If you want to get a good college and you have enough dedication and confidence. You should drop one more year rather than doing B.Tech and preparation simultaneously. B.Tech has its own wide syllabus, it will not going to be easy to accomplish both task together. If your college is good, then focus on your academic and learn skills to get future ready. If it is not you can dream and dare to get an IIT for higher studies. It will be a wise decision.

First of all, the answer to your first question as to how you should prepare for the exams is quite simple. Study as much as you can from books, solved solutions to E-books and PDF, which you can download online. Try to get your hands on any and every practise material. Keep practising it, solving questions and problems. Since you're in the fresher year so I know you won't be able to join any cram school of any kind due to the shortage of time. So, I'll advise you to try an online tutor for JEE Mains.

If you are in a good college then good and if not then work hard and prepare for the both exams. There is not much difference in the exam pattern and syllabus of JEE and WBJEE and also the level of both the exams are almost similar.
