Any graduate from a recognised university is eligible to appear for Civil Services Examination to become an IAS or IPS officer. You are eligible to appear for Civil Services Examination conducted by UPSC based on your B.Tech CSE degree subject to meeting other eligibility criteria.

Yes, you can. Anyone who has completed his graduation degree from any recognised university is eligible to appear in Civil Services exam. You can definitely appear in IAS or IPS exam.

Yes. As of now, upper age limit for UPSC civil service exam is 32 years for general category, 35 years for OBC and 37 years for SC/ST category. You can take exam now or after your degree or after post graduation or after working for sometime also. So, relax and fell free to take the exam anytime, be prepared until then. Wish you luck!
