You have to give GRE and TOEFL exams first. Once you give them, you will have to sort out university based on your preference, i.e., what you want to pursue MS in. In civil engineering also, there are various tracks like structural, highway, geo technical, etc. Once you know your interest, search universities for the same. You should look for its location, cost of tuition, living expenses, etc. To finalize the universities where you wish to apply. Once you have finalized all this, apply to the universities and wait for their decision on your application.
