Yes, you can start new course with your mark sheet of +2. But it is always better to collect your +2 certificate.

Try to collect certificates first. There are some courses but for a good one, you need your certificates.

You need to have transfer certificate, migration certificate, character certificate and mark sheet of class 12th to get admission into any college but if you would collect your certificates then that would be better. Good luck!
