The best thing, you can do is you should try for private college. And, you should give their tests so that if you cleared those, you can get scholarship and a better college.

You will get Tier-3 colleges only with that marks and in that too you will definitely not get computer science branch, I guess. First tell us, what is your category? In 31 marks, you will not get any reputed college neither government nor private. If you have decided to pursue B.Tech, you can take a gap of one year for hard work and join any classes and refer NCERT text book for PCM. All the best.
