First tell us, what is your category? In 31 marks, you will not get any reputed college neither government nor private. If you have decided to pursue B.Tech, you can take a gap of one year for hard work and join any classes and refer NCERT text book for PCM. All the best.

The best thing, you can do is you should try for private college. And, you should give their tests so that if you cleared those, you can get scholarship and a better college.

You will get Tier-3 colleges only with that marks and in that too you will definitely not get computer science branch, I guess. So, it will be better for you to try some other universities exams like BITSAT for BITS-Pilani, SRM, VIT and many others are there, you can also look for some integrated programs offered by good universities in which you get B.Tech+M.Tech in a 5-year integrated course.
