Yes, you can get a government college for sure as in both the exams you have scored great and there is no problem in getting a government college but there might be the chances of not getting the desired branch.

As you didn't tell your UPTU rank, so it's quite possible to suggest. But, whether you get government college or not, but according to me, as you have scored above 300. So, your rank is approximately between 5000 to 8000 or maybe below the 5000. So, there are chances for you to get Government College through UPTU. Further, you have any query please comment.

Through UPSEE you have wise chance to get good college (I will suggest you for counseling). But through JEE it is difficult to get a good college with good placements. Take help of Shiksha college predictor. Hope it will help you. Good luck.
