I think, it is better to contact the admission department of the respective college in order to get the full information regarding this.

Yes, these universities provide admission in the second year as well. So, if you want to change your college you can go for it. But, you could not be admitted in the second sem. You can apply for it in the next year.

You can try to contact college authorities, but as per my knowledge this type of admission schemes are not available in these colleges.
