Yes, you are eligible, but for that you must give IELTS first, and then on the basis of the score band of IELTS, you will get degree.

No, atleast 50% marks are essential to get admissions. But through management quota you can get admission in Canada for computer science. Either you have to Appear for JEE exam on the basis of that you can get admission .
