Yes, it is a good option. You can always do dual specialization. The first year of MBA will give you insights about the subjects of MBA. After that, you need to decide on your specialization. So, decide accordingly. All the best.

Yes, surely you can go for dual specialization in HR and finance and it is really good. You will have a good career scope in this as very few go for finance and HR both and demand is there for finance students. If possible you may think about finance and operation too. There is a lot of demand for this but again it will depend upon your capability as both are not so easy.
