B.Sc in Agriculture is a good option for government job. You can try Assam Agricultural University or Doon College of Agriculture and Allied Sciences.

I'll prefer you to opt for the B.Tech, I know that there is no scope of B.Tech in today's scenario but yet, I'll prefer you to go for it as after doing B.Tech there are various streams by which you can directly get into the government sector but in B.Sc. This is not possible.
