Yes, you can change your branch but it will be better to take mechanical engineering.

Yes, you can. For M.Tech, you must qualify GATE exam with excellent marks so that you can get admission in IIT. For M.Tech mechanical also complete your B.Tech with good academics and extra-curricular activities. Try to secure a seat in IIT for M.Tech admission. Best of luck.
