UPES conducts its own entrance examination. You can qualify that exam and get admission in UPES.

"Petroleum engineering at UPES is one of the most sought-after courses in the country. There are only 100 seats available for this course, so the competition is stiff. To get admission into UPES for Petroleum Engineering, you need to meet the following eligibility criteria: Examination Pathway admissions through UPES-EAT (Up to 80% of Seats so 80 seats out of 100) Minimum 60% marks at Higher & Senior Secondary level (10th & 12th) Minimum 60% aggregate in Physics, Chemistry & Mathematics at Senior Secondary level (12th) Non-Examination Pathway admissions through JEE Mains Score (Up to 20% of Seats): JEE Main Merit Pathway Eligibility: Minimum 60% marks at higher & Senior Secondary level (10th & 12th) and minimum 60% aggregate in PCM at senior secondary level (12th class) Cut off: 60 percentile score JEE Main Board Merit Pathway Eligibility: Minimum 80% marks at higher & Senior Secondary level (class 10th & class 12th) and minimum 80% aggregate in PCM at senior secondary level (12th class) So, you can apply with Board Merit Pathway since you qualify the eligibility criteria. However, make sure you apply as soon as possible since it will be based on merit and you need to secure your admission sooner.

First of all, your percentage is perfect, but for admission in UPES you need to appear in JEE Mains and qualify it with a good percentile or you have to appear in its CET, which is conducted by the college itself. Good Luck.

Yes, there is a chance to get petroleum branch with this percentage. Generally, through board-merit pathway students secured more than 90% can easily get this branch. If in case, there is waitlist or something else you will surely get gas stream sector of petroleum branch rather than an upstream branch. Good luck.
