Yes you can apply for these colleges with that percentile. All colleges apart from IIMs have to be separately registered by application forms. Depending on the college , the fees will be charged for the form. If you want to apply in any of these colleges you have to pay the application fee which varies across institutes. This fee is there regardless of your percentile.
