The college you'll be getting into will depend upon your choice, of course, your ECA trails and interviews and best four. Say your best four is 85% (after deductions) and you decided to go for Philosophy you might get into a decent college like Mata Sundri College for Women, Gargi College, Ramanujan, Kamla Nehru College. But if you wish to get into great colleges you must go through ECA trails. Mind you the trails and interviews are pretty peculiar, you need to have at least one national certificate to stand as a considerable candidate. And if you manage to get through ECA, you might have a rise of around 3-10% in you percentage depending on you trail score (30% certificates and 70% on-the-spot-trails) and you'll get into a good college most probably.

Depends upon the cut-offs. Fill the admission forms in some colleges. You will definitely get somewhere or the other, ECA would be helpful. Best of luck.
