Yes. BHM is a graduation degree and makes you a graduate when you hold the passing degree. You can apply as graduate in the government jobs with this degree.

Dear, Bachelor's in hotel management is a Bachelor's degree having different prospects in career and jobs, but not related to B.Com or BA. All three are Bachelor's degrees, but offer different career opportunities. All the best.
