Usually, the university gives you the option to choose from either IELTS or TOEFL. For American universities, TOEFL scores an edge over IELTS, as it tests your understanding of American English. Is it necessary, this question depends on which course and university you apply to. If you have graduated form an English medium and very popular university in India, then you may not have to provide the TOEFL scores. You can mail the admission office at the American Universities of your choice and ask them whether your college/school qualifies for the English language exam waiver or not.
