No, it’s not necessary to do that but B.Tech or BE is preferred because a web developer needs skills and talent. You can pursue any course and learn web development. But if you are passionate about web development then you should opt for course which is specialized in the same. You may join Bachelor of computer applications (BCA) as well. However, B.Tech will be best for you. Again you can take any branch. I have seen mechanical engineering students doing web development better than many computer science engineering graduates. Computer science and engineering and information technology will be ideal branches for you. The course is designed for programming and web development. There are many universities / institutes offering this course. So please have a look at them and join accordingly.

To become a web developer, you should ideally be targeting Computer Science/IT as far as engineering is concerned or BCA (Bachelor of Computer Applications). Good luck!
