Dear, There is no barrier to take admission in 'English Literature' even if you are not from arts stream. English is the language which is basic at every level. According to DoE and CBSE guidelines, English is a mandatory language in all the streams up to class 12th. But if you are not from arts stream then you might face some difficulty (arts students enjoy some advantage over other because arts majorly has literature and philosophy subjects). If you are changing your stream (especially in the context of University of Delhi) there will be some deduction in your aggregate percentage of class 12th, but at last, there is no harm to opt for English Literature as this is really a demanding field nowadays and has a vast future scope. If you are dedicated to that field then surely you have to score high in your exam. Best of luck.
