Yes for most of the colleges starting 2-3 rounds of counseling are on the basis of your JEE marks and ranks after that 1 last counseling round will be done which will be based on 12th% result but while reaching to that round many seats are already filled in previous rounds along with branches and you will miss the chance of getting good college.

Anand, if you want admission in some government institute like IIT NIT, etc then definitely you need to clear JEE exam. But yes if you are fine with private universities like LPU, SRM, etc then you can go for them without JEE. For admission in them you have to appear for their entrance test or if you have good marks in your previous qualification you can also get direct admission in B.Tech. Both the universities are known for their infrastructure as well as good placements. LPU even offers good scholarships to its students. Check their websites for more details. Best wishes.
