You can do two degrees at a time, but there will be no benefit of doing two courses together, as you can't represent yourself at two places at a time, so there will be no benefit of doing two courses together.

To get a government job, you have to complete similar courses and whereas after B.Tech, you can choose M.Tech or MBA and so on. B.Tech and BA are totally different segments. There is no problem to acquire knowledge in different fields.
