For PGDM, marks are the last thing to be considered for the admission process. You will get selected on the basis of your Group Discussion and Personal Interview. All the best :)

Yes you are eligible for PGDM. Do well in GDPI and you may stand a good chance for admission.

No, there is no specific cutoff for MAT, you can apply with this score. But your score is too low, i think you should try December MAT and give your best shot.
