The best choice will be pursue MBBS and try for UPSC later on. Because for appearing UPSC a graduation is required. You cannot directly appear UPSC.

It totally depends on your interest. Firstly, question yourself like"in which can I do better?" Keep a lot of interest on that. According my knowledge, I think UPSC is the best choice than MBBS because I too want to appear for UPSC exams. And one more thing, if you want to appear for UPSC exam please Google "Tina Dhabi's time table" it really helps you a lot.
