There cannot be a straightforward answer to this question. Some companies make the differentiation while others do not. Having said that, the difference in average pay for campus offers at top college and an average college would be somewhere around 30% and it will be largely attributable to different companies and different roles being offered. Important is to get an admission into a good engineering college, complete your engineering with good grades and a solid understanding of concepts and rest will follow on its. I must also say that choose an engineering branch of your interest and not driven by the potential. For example, if you like buildings and construction, go for Civil Engineering and not Computer Science or Mechanical Engineering.
