In India, the syllabus is fixed and prescribed a book for it. The teachers reproduce the book and you reproduce it in the exams. In Abroad, only topics are fixed as syllabus. No book prescribed. Only a Ph.D scholar with doctorate degree in that topic only will come and give you lecture. As there is no book naturally he will teach the latest in the field. You decide whether you want to study 10 year old technology or the latest.
