The University Grants Commission of India (UGC India) is a statutory body set up by the Indian Union government in accordance to the UGC Act 1956 under Ministry of Human Resource Development and is charged with coordination, determination and maintenance of standards of higher education. It provides recognition to universities in India, and disburses funds to such recognised universities and colleges. The Distance Education Council which was the erstwhile regulator of Distance Education programmes, has been dissolved and all regulatory functions are being undertaken by the UGC. The UGC is in the process of framing new Regulations for Distance Education. Although as per syllabus and other aspect is concerned UGC and DEC approved courses is similar but market acceptance of distance learning IT courses is lesser. UGC recognised IT degree use formal education methodology for majority of courses and it is perceived students undergoing these courses have better learning and have an edge over DEC approved distance learning courses. There may not be many campus placement opportunities for DEC approved distance learning courses.

UGC (University Grant Commission) is a government body MHRD which give approval to university and maintenance, coordination, regular see off to the affiliated university. UGC also provide funds to the college for their smooth running during all academic session. DEC (Distance Education Council) is also a government-funded body run by UGC approved University IGNOU. This council was established only for the students who are unable to join a college for higher studies. For them, through this body, distance learning is possible. DEC give approval to colleges for distance learning. So, the main difference is UGC gives approval to universities and DEC gives approval to colleges for distance learning. Both of the approval bodies manage and helps colleges by funding them. No, it doesn't affect in the placement as both bodies are coordinated by the government (Ministry of Human Resources Development) so all the job recruiters have to give same value to both the degrees.
