German universities are the best to do MS in engineering. So it is highly recommended to study in Bachelors in good university and have good grades. Getting into Masters at the earliest after Bachelors is good since it gives you an idea on which subject to choose and what interests you. You must have at least basic knowledge in German language plus you will also have to clear language proficiency test like IELTS or TOEFL.
