If you want to know the best institute at a national level, it's AIIMS in Delhi If you want to know the best institute in a state, (government) Government Dental Colleges in various states such as GDC Mumbai(Maharashtra) , GDC Bangalore(Karnataka) , GDC Ahmedabad (Gujarat) etc. are the best. For private institutes , institutes like Manipal, KLE, A.B.Shetty (Karnataka) are some of the best institutes depending upon the field you opt. For example, if you wish to get into research, Manipal is the best. For UG, any of the GDCs are great, for PG it usually varies from institute to institute. Each institute has their best departments, depending on the patient flow, the geographical location, the finances. so one can't really narrow it down to a single name.
