Every state has its own tourism department that consists of reservation executives, immigration consultant, tour operators, cabin crew, hotel executives, travel consultant, etc. To be eligible for these jobs, you need to have at least a 10+2 or a graduation in travel depending on the profile. Additional knowledge such as computer basics and foreign languages are always an added advantage.
