I don't think you'll be anywhere close to programming if u take up civil or chemical. (I don't have much idea of it). But being an instrumentation engineer, I can suggest u on that. l have lots of programming stuff in instrumentation. Consider it PLC (program able logic controllers) or any other tools like lab view. l have common subjects with ECE. Coming to computers, all u might have is few basic subjects dealing with microprocessor programming and architecture of computers. If you are genuinely interested in computer science go for subject rather than college but if you are more concerned about college, just take up something which is close to your interests.

Alright. I understand. I'd suggest Instrumentation and Control engineering. It has better placements and scope for higher studies as it's a developing field which is getting more and more prominent in the practical world. However, you really need to work hard if you take ICE. All the best :)
