See, your chances of pursuing MS totally depend on your efforts i.e your CGPA or graduation marks, your GRE score and TOEFL score, your CV, etc. So, the college has nothing to do with your dream.

D.J Sanghvi College of Engineering is a better college than CoEP(Pune) if all the factors listed by you are considered. Many students go for higher studies from D.J Sanghvi College of Engineering rather than sitting in placement. However, if you have a good CV in hand, strong SOP, LORs and a decent GRE score, chances of MS in US in the top-notch colleges of USA increase a lot. Check it as well:

Frankly I have no idea about CoEP and I am not the right person to compare both. But yes for DJ Sanghvi I do can tell you. In DJSCE almost 60% aim to go abroad for MS. College also helps you in that by encouraging you to undertake all those activities or projects which will help you secure your choice of college.
