In arts, Lady Shri Ram College is the best, so I guess, English honors is the best. The faculty is better here at DU. I have completed my honors degree from DU, and where it excels is the exposure a student gets, you will meet students from every nook of the country and cultures, try to absorb all that you can. As a literature student reading is your duty, read as much as you can, write whatever you can, push yourself, participate in extracurricular activities and that's all. On an informal note, even English at Jadavpur University is considered best. So decide on others factors, like what after English and placements, which places suits you best.
