MNIT, Allahabad is better for civil engineering because MNIT provides good quality of civil faculty members and good course curriculum.

Civil at MNIT is best for sure. By the way, it depends on your goals and interests. Either you wish to have a tag of IIT or having a degree from a good ranking institute or from an Institute which is prominent for the civil branch. MNIT has a good bunch of renowned professors and various achievement in the research area. Here in spite of situating in middle of a good city, you can avail many facilities too as GATE, GRE, CAT coaching institutes. Placements for civil in MNIT is better than MNNIT-Allahabad.

According to my point of view, you should go with MNIT until and and unless you want to get tagged with IIT.

IIT-Mandi is the best institute if you want to study for civil engineering. The college is known for its nice environment and well developed labs.
