Pursuing BCA+MCA from a good college or even pursuing BCA from a good college is far better than doing B.Tech+M.Tech (CSE) from an average college as in good colleges like IEM, you will get better placement in BCA rather than B.Tech from any other college.

BCA+MCA from a very good college is definitely better according to me in today's scenario. Today there is literally no value of engineering if done from a poor institute. So, choose wisely. I would also suggest that you should try for courses like BMS+MBA and try to get more than 70 percent marks in your academics throughout. If you happen to go to a good B-School after your graduation, your career will take a good turn. You can also go for BCA+MBA. Best of luck.

As per the combination that you had showed, the best option is to do BCA+ MCA. As this is much more requirement of today's world, and has much more options also.
