If we compare CAT and MAT, then CAT is more difficult to MAT. MAT is the easier version of CAT. Course wise there is no difference in the syllabus of two, only the level of questions are different. Questions in CAT are much difficult from those of MAT. So, without much worrying about MAT. If we have enough preparation for CAT then clearing MAT will be the he of right hand.

CAT is definitely one of the most competitive exams for MBA in India, but is it the toughest? No. There are more and more students now who are opting for online courses run by various institutes and websites because once you grasp the initial concepts, be it in QA, or VA, there isn't much which a coaching centre can teach you. Yes, tricks can help, but the aptitude can only be built through practice. 6 months of practicing intense philosophical sociological or historical RCs does't help, unless the aspirant has had an interest in reading and assimilating knowledge over years.

None of exams is tough to crack. Both of them have almost the same pattern. You just need to have some substance knowledge of current affairs, GK, maths and English.

CAT - Common Admission Test is more difficult than MAT as you require to prepare thoroughly for this and you have more deep subject to study to score a good score in CAT as CAT is designed for admission into the top B-school of the country namely IIM, FMS, SPJIMR, JBIMS, MDI, etc. all require score card of CAT to get admission whereas MAT is not a premier level exam it is just for admission into MBA of normal level institutes offering MBA. So level of difficulty is more in case of CAT. If you score 80% in CAT then you are one of the top performing candidate and where as it is normal in MAT to score 80%. So there is no question that you need to prepare at least 4-5 months to score well in CAT whereas you can easily score 80% in MAT in only 1 month’s preparation hardly.
