I would suggest you to take some internship as per your qualification so that you are aware of what is best for you. M.tech in civil engineering will place you as Civil Engineer,Construction Plant Engineer,Construction Project Engineers, Junior Civil Engineer/TechnicianPlanning Engineer, Project Coordinator / Project Engineer, Senior Engineer, Site Engineer etc. With Mba you can join as manager or hv your own consultancy with a team of architects and engineers to provide services to construction projects. Choose whatever suits your interest.

If you feel you can contribute further to the growing world of technology after the completion of an M.Tech, then M.Tech may be preferred. If you are confident of your skills as a manager, wish to jump to some middle or higher management level and the aim to climb the corporate ladder then MBA is not a bad choice.

I would suggest you to do your M.Tech. It all initially depends on you. Doing M.Tech will widen your scope and knowledge of the subject. While management is done if you want to develop or start a company of your own. It requires a lot of will power and sacrifice. You have to sacrifice a lot, and also maintain a group of trust worthy friends. But I suggest you to complete your M.Tech in a specific course, collaborate with students who are doing their M.Tech in other courses and then startup your own company.
