UPTU and IP University are in the competition. UPTU is better than IPU due to its excellent ROI, core branch placements and small batch size. Considering the technical education, it is always fruitful and recommended to join a Technical University affiliated college. Be it UPTU or any other. As far the selection of college goes, it has to be totally based on education standards, facilities, infrastructure. If these are good, crowd is secondary. At the end of any technical engineering program, you would have stayed 4 years full time in a college. Therefore, it is a must to know if which college is going to be to spend the most important and crucial 4 years of your graduation. Good luck.
