The server (RHEL7.4) I am working with has two version of PHP installed. Both were installed from source (not using yum).

PHP 7.1 installed in /etc/php

PHP 7.2 installed in /usr/local/lib/php

PHP 7.2 is the one I want to keep, it's the active one both from the command line and in Apache. I would like to put php.ini in /etc/php but want to remove PHP 7.1 first to avoid confusion. Can I safely just delete the 7.1 files or do I need to uninstall it? If so how?
